To understand how to thread the webbing through the buckle, or to tighten/loosen the webbing, it's best to imagine the buckle without the silicone rubber bumper:
Hold the 'tail' of the webbing between the thumb and finger of one hand, and the buckle between the thumb and finger of the other hand:
Press down on the cam with your thumb:
Thread the tail of the webbing underneath the now-open cam:
Use the same technique to tighten or loosen the buckle.
